Section Officer (Audit) of the said Department has given guidelines/instructions for the submission of all kinds of Leave cases for avoiding the difficulties which were being faced by the sub-offices/applicants in the past vide his Notification issued on 22/01/2021. Said Gul (Section Officer- Audit) has addressed this Notification to all the concerned officers of the departments.
Subject: GUIDELINES FOR SUBMISSION OF LEAVE CASES
The Officer has described all the necessary guidelines for each nature of leave, so we also have highlighted them through self-generated headings. Points of the notification are described here as under (Headings in these points marked by us are just for the ease of our visitors):
Use of Specific Performa:
In all leave cases, the Directorates concerned may furnish on specific performa to provide the previous history/detail of leave taken by the applicant.
Original Leave Admissibility Certificate:
Leave admissibility certificate (in original) showing entitlement duly granted /signed by concerned District Accounts Officer/Accounts Officer of AG Khyber Pakhtunkhwa may be submitted with the original hand written application by the concerned applicant .
Verification by the Head:
Non suffering classes/institutions certificates duly verified by the Principal/Immediate officer concerned along with No Objection Certificate may also be provided.
If Principal himself applied, what then?
In case, Principal himself applied for the leave, the NOC/permission from next higher authority from DEO concerned may be provided along with the leave case.
In case of medical leave, medical leave certificate duly signed/stamped by the concerned authorized medical attendant from the Hospital concerned may be provided with the application form. Subsequently to be furnished fitness certificate after availing leave. Besides entitlement leave certificate duly granted/signed by concerned District Accounts Officer/Accounts Officer of AG Khyber Pakhtunkhwa may be submitted.
In case of maternity leave, the authorized medical attendance advice for granting maternity leave as well as entitlement certificate duly granted/signed by concerned District Accounts Officer/Accounts Officer of AG Khyber Pakhtunkhwa may be furnished with the case.
In case of Iddat Leave, death certificate of the husband of the female employee may be atatched along with original leave admissibility certificate.
Avoid Direct Submission:
Direct submission of leave application to Secretary, E & SED by passing Directorate may be avoided otherwise disciplinary proceedings shall be initiated against the applicant.
Time bar cases where ex-post facto sanction is required shall not be processed. The Directorates and DEOs concerned is strictly warned to submit all such leave cases within stipulated time in which leave sanction is required, otherwise such leave cases will not be processed by E&SED and the dealing staff of Directorate/DEO concerned shall be held responsible and be treated as per KP Efficiency & Disciplinary Rules, 2011.
Timely Submission of Cases:
It is requested that in such leave cases, the requirements as mentioned above may be fulfilled, otherwise incomplete cases/delayed cases requiring ex-post facto shall not be entertained by this department after 05th of February 2021 & onwards.
